Signs Insurance Data Security Act into Law
On July 31,
2019, Governor Carney signed the Delaware Insurance Data Security Act
(formerly, HB 174) into law. Based on the National Association Of
Insurance Commissioners (NAIC) Insurance Data Security Model Law, the
Delaware law establishes a regulatory framework requiring
insurers licensed to do business in Delaware
to develop and implement a comprehensive data security (or
cybersecurity) program. It also requires insurers to report
instances of data breaches to the Delaware Insurance Commissioner and
consumers, and it
empowers the Department of Insurance to investigate violations of the
Act and levy penalties against insurance carriers.

NEED ROBOTIC & AI GOVERNANCE? AN ANALYSIS OF THE (SOCIO-)
ECONOMIC IMPLICATIONS OF ROBOTICS AND ARTIFICIAL INTELLIGENCE
This paper illustrates the necessity of a Code of
Conduct for Robotics and Artificial Intelligence – ethical and
moral guidelines for the development and use of these technologies –
by analyzing some of the potential (socio-) economic effects that
might arise from technological advances in these fields. Contrary to
other works in the field of roboethics, the authors did not strive to
analyze individual cases that are of interests for ethicists and
moral philosophers, but want to offer a broad, holistic and economic
view on the effects of robotics and artificial intelligence on our
future economy and, in the second instance therefore also society, as
well as on the concept of Robotic & AI Governance for
self-regulation of ethical, moral, sociocultural, socio-political and
socio-economic questions, using a market mechanism.

Apple is
spending more than ever on R&D to fulfill the ‘Tim Cook
doctrine’
Apple spent $4.2 billion on research and
development in the quarter ending in June, the highest quarterly
amount it has ever spent on research and development, according to
its quarterly earnings statement.
Apple’s R&D bill came out to 7.9% of its
total revenue, the highest percentage since 2003, when Apple was
still focusing on iPods and Macs. Apple is on
pace to spend over $16 billion on research and development in 2019.
… Historically, Apple has been a laggard
behind other top technology companies when it comes to spending as a
percentage of its sales, and it still is. In the June quarter,
Microsoft spent 13.4% of its revenue on R&D, and Google spent
15.7% of its sales on R&D.
