Towards a Revolution in Intelligence Affairs Artificial Intelligence as a Transformative Force in the Intelligence Cycle

AI is radically transforming how National Security Intelligence is collected, processed, analyzed, and disseminated, although not in the same way for each of these steps. Drawing from Intelligence Theory and the concept of Revolution in Intelligence affairs, this paper aims to understand what factors are most likely to evolve in the nearer future, based on the concept of a “weak” AI capability (not fully sentient). It concludes that AI is going to greatly enhance the velocity and scale of intelligence through automation. On the other hand, rivals might be more inclined to disrupt and deceive each other’s intelligence processes, as machines increasingly spy on other machines. Strategic evolutions of the use of AI will fuel discussions on doctrine and ethics.

THE ABILITY TO INDUCT PROVISIONS REGULATING THE CIVIL LIABILITY OF ARTIFICIAL INTELLIGENCE (ROBOTS) FOR DAMAGES BASED ON THE RULES REGULATING THE LIABILITY OF GUARDS OF THING IN THE JORDANIAN CIVIL LAW

Technological developments, e.g., robots, have increased significantly. As a model for artificial intelligence (AI), robots can cause damages requiring compensation. However, legal challenges arise when legislators have not kept abreast of the latest technological developments.

The present study sheds light on provisions regulating the civil liability of AI (robots) for damages based on rules regulating the liability of custodians of materials in the Jordanian Civil Law. At present, legislators do not acknowledge robots as a legal entity. This study presents two perspectives: i.e., the robot as a machine controlled by a guard whereby liability is shared between the robot’s designer and guard, or the robot as AI-related algorithms, programs, and theories aimed at stimulating human intelligence whereby conventional legal rules are not applicable. The researchers recommend modernizing conventional legal rules that consider robots as independent legal entities and enacting legislation that fit the nature of robots and regulate their liability

From PAPA to PAPAS and Beyond: Dealing with Ethics in Big Data, AI and other Emerging Technologies

The acronym PAPA, which stands for privacy, accuracy, property, and accessibility has long been part of the discussion of ethical issues in information systems. While all of the four constituent components remain relevant, technical progress and the integration of technology in organisations and society in the intervening almost 40 years call for a reconsideration of the acronym. In response to Richardson et al.’s proposal to add the term “society”, this paper suggests that an extension of the acronym in more than one dimension would be useful. This includes the dimension of stakeholder, which can be individuals, organisations or society. It could include the stage of systems use, including input, processing and output. The third dimension is the ethical issue, which still includes PAPA but can be supplemented with others, such as bias, power distribution and others. The paper therefore suggests that we not only need to extend PAPA to PAPAS but that we need to go beyond a list of ethical issues to capture the richness and complexity in which ethics and information systems interact.
